Medicare Partial Hospitalization Services Restoration and Integrity Act of 2000 - Amends title XVIII (Medicare) of the Social Security Act to revise the definition of mental health partial hospitalization services, requiring a direct patient-physician encounter before the prescription of such services in a hospital or community mental health center. Prohibits partial hospitalization services in a skilled nursing facility, residential treatment facility, or other residential setting. Requires the Secretary of Health and Human Services to provide for periodic recertification of each community mental health center furnishing partial hospitalization services.
