Mandatory Federal Prison Drug Treatment Act of 1995 - Amends the Federal criminal code to provide that if a prisoner is eligible for the substance abuse treatment program, good time credit for that prisoner shall not vest unless the prisoner successfully completes such program and remains drug free after such completion. Revises the definition of an "eligible prisoner" for purposes of provisions regarding substance abuse treatment to mean a prisoner who is determined by the Bureau of Prisons to have a substance abuse problem and who is within 24 months of the date of release.
