Official title: A concurrent resolution to express the sense of the Congress that the civil rights and civil liberties of all Americans, including Arab-Americans, should be protected at all times, and particularly during times of international conflict, and for other purposes.

Declares that it is the sense of the Congress that: (1) all Members condemn violence or discrimination against any American, including Arab-Americans; (2) all Government agencies should avoid encroaching on civil rights and civil liberties; (3) the civil rights and civil liberties of all Americans, including Arab-Americans, should be protected; (4) the Federal Bureau of Investigation (FBI) should continue to investigate hate crimes; and (5) the FBI should continue to work with other Federal, State, and local agencies and community leaders to prevent, investigate, and report hate crimes and related crimes against Arab-Americans and other minorities.
