Official title: To amend title XVIII of the Social Security Act to limit to $50,000,000 the aggregate amount of budget-neutrality adjustments in payments to urban hospitals for the operating costs of inpatient hospital services under the medicare program during fiscal year 1993 that are required as a result of decisions of the Medicare Geographic Classification Review Board, and for other purposes.
