Amends the Tariff Act of 1930 to authorize the use of certain excess unobligated amounts in the Customs Forfeiture Fund for each fiscal year after FY 1991 by the Department of Health and Human Services for: (1) drug treatment for individuals under criminal justice supervision; and (2) relief to hospital trauma care centers for uncompensated emergency health care.
