Medicaid Drug Dependency Treatment Coverage Act of 1990 - Amends title XIX (Medicaid) of the Social Security Act to include both inpatient and outpatient hospitalization services (including counseling) for the treatment of alcoholism and drug dependency within the scope of Medicaid coverage if otherwise allowable under a State plan.
