Expresses the sense of the House of Representatives that: (1) strategies to attain lower ozone levels should include a reasonable time frame for reaching attainment, sufficient funding for mass transit projects, and development and use of alternative fuels, such as ethanol, methanol, and natural gas; (2) strategies to reduce acid rain and limits on sulfur dioxide and nitrogen oxide emissions should be supported by funding of clean coal technology and funding for technology applications, development, and conversions; and (3) funding for mass transit, alternative fuel development, clean coal technology, and technology applications should be supported by an oil import fee.
