Official title: To make exports of cigarettes and the advertising of cigarettes abroad subject to the same restrictions on labeling and advertising of cigarettes as apply to the sale of distribution and advertising of cigarettes in the United States, and for other purposes.

Subjects exports of cigarettes and advertising of cigarettes abroad to the same restrictions on labeling and advertising of cigarettes as apply to the sale, distribution, and advertising of cigarettes in the United States. Provides for fines and for injunctions of violations. Repeals the exemption of cigarettes for export from coverage under the Federal Cigarette Labeling and Advertising Act. Prohibits the executive branch from seeking through any means the removal or reduction of foreign restrictions on cigarettes or similar tobacco products, whether or not those restrictions constitute an unfair trade practice. Directs the President to issue necessary regulations within 90 days.
